Building Capacity

by Julio Galan, Executive Director

Family & Youth is guided by the principle that all individuals and communities have the desire and the capacity to develop, improve, and bring resolution to even their most difficult challenges, as long as support is available. Our organization continues to promote capacity building principles in the human condition, organizational practice in the nonprofit sector, and resource development for the betterment of our community. A fundamental goal of capacity building is to enhance the ability to evaluate and address crucial questions related to individuals and support systems and making sound policy choices and modes of institutional implementation of those capacity development options.

The Human Services Response Institute (HSRI), one of our newest programs, which was created in the aftermath of Hurricane Rita at the request of Lake Charles Mayor Randy Roach, helped establish a process and structure for the systematic, coordinated, and effective delivery of human services to address the consequences of not only Hurricane Rita, but any future disaster or emergency faced by our citizens.

United Way of Southwest Louisiana’s call for action “Caring for People in Crisis” required enhanced access to human services and coordination among human service providers. The needs of families shifted from immediate to long term recovery, HSRI with support from United Way of Southwest Louisiana, Louisiana Family Recovery Corp through Catholic Community Services, Family Foundation of Southwest Louisiana, Louisiana Disaster Recovery Foundation and the Diocese of Lake Charles, provided capacity building services to over 650 families or over 1,576 individuals (children and adults). HSRI has provided over $204,000.00 in direct assistance to families from January 1 to June 30, 2006.

In addition, Family & Youth, in collaboration with the Family Foundation of Southwest Louisiana and the Louisiana Association of Nonprofit Organizations will continue to promote “best practices” of and among nonprofit organizations by offering capacity building opportunities in the areas of governance, civic engagement, administration, resource development and human services. A better equipped nonprofit organization will provide better support to individuals, families and communities to increase their capacity to solve their own challenges.
